CHANGES TO CANADIAN EXPERIENCE CLASS (CEC) – Effective November 9, 2013

Between November 9, 2013 and October 31, 2014, CIC will accept a maximum of 12,000 complete applications under the Canadian Experience Class. Within this cap, there will be sub-caps of 200 applications for each National Occupational Classification B applications. There are no sub-caps for NOC A and 0.

In order to manage intake, maintain reasonable processing times and prevent a backlog from developing in the CEC, Citizenship and Immigration Canada (CIC) is introducing an annual cap on the number of new CEC applications. CIC will accept a maximum of 12,000 CEC applications from November 9, 2013, to October 31, 2014.

The work experience in the following National Occupation Classification (NOC) B occupations (listed with the corresponding NOC code) will not be accepted in the CEC:

Cooks
Food service supervisors
Administrative officers
Administrative assistants
Accounting technicians and bookkeepers
Retail sales supervisors

For all other NOC B occupations, we will accept up to 200 applications per occupation. Once the cap is reached, CIC will no longer accept applications for that occupation. Once CIC receives 12,000 complete CEC applications they will no longer accept any application for processing, even if there are occupational caps that have not been filled.

What is Canadian Experience Class (CEC)?

This is one of the immigration programs in Canada available for foreign national who have lived in Canada for some time, either as a foreign worker or a foreign student and have skilled work experience in Canada, may apply to become a permanent resident under the CEC class.

This program was created to people that already possess Canadian experience, and therefore can continue to directly contribute to the Canadian economy after becoming a permanent resident. In order to be eligible for the program, applicants must meet the following eligibility requirements such as the following:

Must have at least 12 months of full time skilled work experience (or an equal amount in part-time) in the past three years before applying;
Must have gained Canadian work experience legally,
Must meet minimum language requirements
Plan to live outside the province of Quebec

According to CIC – “The Canadian Experience Class has allowed more than 25,000 people to stay in Canada permanently to contribute their skills and talents,” said Alexander. “The government is taking concrete action to reduce backlogs and processing times. By making these changes to the Canadian Experience Class, we are moving toward a more effective and efficient immigration system.”

Despite the annual cap on applications, the department will admit approximately 15,000 individuals under the CEC in 2014.

What does it mean to the applicants?

If you are working as a Cook, food service supervisor, administrative assistant, retail sales supervisor. Admin officer, accounting assistant and bookkeeper you cannot apply under the CEC program until the program re-opens after Oct 31, 2014. The introduction of caps may increase pressure on eligible applicants who have not yet submitted their applications. Because many potential applicants have now begun to prepare and submit applications before caps close.

If you are interested to become a permanent resident through the CEC program, I would advise to send in your application as soon as possible. As well as getting it right the first time will be very important because a returned application may result your chances of being capped out.
